Title Rural Tourism Policies: Evaluation of the Policies on European Union and Turkey

Abstract Rural tourism is a type of an alternative tourism that occurs increasingly visit a rural settlement and relaxation in natural environments and their accomodation in these areas with different cultures away from city of noise, the crowd and the air pollution. Rural tourism can be define as ensuring fairness in the distribution of income of people living in rural areas, using of natural resources with responsibility and the process of reflection of wealth on the lives of individuals in rural areas. The European Union (EU) created Instrument for Pre-Accession Assistance- IPA for the purpose of giving support to candidate countries, within the framework of Council Regulation No. 1085/2006. IP Support consists of five components. Turkey can benefit from all the components of the IPA in the status of candidate country. Rural Development, the fifth component of the IPA, supports for the implementation and management of The EU’s Common Agricultural Policy, Rural Development Policy and related policies with the compliance preparations. In this study, Special Accession Programme for Agriculture and Rural Development in the EU, SAPARD’s structure have been put forwarded and rural development policies which the EU implements the enlargement perspective, were examined. In addition, rural development policies should be implemented in Turkey, IPA “Instrument for Pre-Accession” program and the Rural Development Component of the program (IPARD) examined and the possible effects on rural development of rural tourism policies in Turkey were evaluated.
