Abstract The article aims to examine the historical development of domestic debt initially used to support development process efforts in Turkey and subsequently used to finance budget deficits. After the 1980s, Turkey’s economy experienced some changes-namely, fiscal deficits became financed by domestic debt, the economic policies, political preferences, and the volume of the structure of the domestic debt. Turkey faced domestic debt starting in the middle of the 1980s and developed more significiant problems in the 1990s and 2000s. Domestic debts in Turkey resulted in international sustainability and appropriate criteria with fiscal dicipline practices only after the 2001 crisis, which led to legal regulations for debt management.
